Why this matters

What goes wrong when it's half-done.

The dispenser that runs out at 11am Friday is the one that generates the email at 11:15. A stocked restroom is a building that didn't get a complaint — which is invisible work, which is exactly why most vendors skip it. We treat paper management as a forecast, not a reaction: usage data per dispenser per week, restocks scheduled before the empty, audit log shared with the office manager. The cost of running out costs more than the paper.
